Dr. Tsao has been in the practice of Medicine & Psychiatry since 1967. He is Board Certified in Psychiatry & Neurology and also is a Distinguished, Life Fellow of the American Psychiatric Association. He was acting Chief of Psychiatry Naval Regional Medical Center Portsmouth during the early 70’s and was honored to treat our hero POW’s from the Hanoi Hilton. A founding faculty member of the Department of Psychiatry & Behavioral Science at the Eastern Virginia Medical School (1973), he was also the founding President of the Tidewater Chapter of the American Psychiatric Association.
Historically, he has been the Executive Medical Director of the Children’s program at the Portsmouth Psychiatric Center, the overall Executive Medical Director of Tidewater Psychiatric Institutes, the Colonial Hospital & Recovery Center, and the Virginia Beach Psychiatric Center. For decades, Dr. Tsao has focused on & championed the most accurate diagnosis and effective treatment (therapy, with or without medication) for children, adolescents, and young adults. He is the author of the peer reviewed (Weil Cornell Medical College, Johns Hopkins Medical School, Cleveland Clinic) book, “Tsaoism” which basically looks at the normal and abnormal psychological development of children & teenagers in addition to other human behavioral insights.
I was born and raised outside of Philadelphia, Pennsylvania. After graduating high school, I attended the University of Virginia and have since made Virginia my home. I attended the T.C. Williams School of Law at the University of Richmond, and I am a member of the Virginia State Bar. I worked at the Circuit Court of VA Beach and later as a Certified Guardian ad Litem representing children as well as incapacitated adults. I earned my Masters in Physician Assistant degree from Eastern Virginia Medical School,.
As a patient you can expect me to listen to you attentively and treat you with respect. I love working with people and consider it a privilege to be on your care team. I specialize in treating symptoms of attention deficit disorder, PTSD, depression, anxiety, bipolar disorder, psychotic disorders, and substance use disorders. I am also certified through the Substance Abuse and Mental Health Services Administration to prescribe Buprenorphine in the treatment of Opioid Use Disorder.

My approach aims to get you feeling back in charge of life and feeling better. Through active listening, genetic testing, and copious research on the latest treatments, I optimize medication based on your goals. I also firmly believe in the power of your mind. If you’re open to it, I incorporate alternative strategies that help reframe patterns, thoughts, and beliefs. It takes courage and strength to ask for help when you’re not feeling yourself. I was born and raised locally in Hampton Roads. I attended ODU for undergraduate education, EVMS for my Master's as a PA, and Rocky Mountain University for my DMSc in Psychiatry
. I have a strong passion for mental health and always advocate for my patients. I truly believe in recovery and that we are capable of making it happen in our own lives. It's OK to not be ok. It's OK to feel like we need some backup and I want to be a part of that team that supports you.
